Toyota started using electric keys in 1998. The first models to use this key was the Avalon, Camry, Landcruiser and Sienna. Since 2000 most Toyota vehicles adopt the use of transponder keys.
In 2007 few models use smart-key based on the Smart Key System. This technology used as either standard or optional equipment. In 2015 few models switched to a sidewinder encrypted keys.
The Toyota immobilizer is a state-of-the-art theft deterrent system. Research shows that immobilisers reduced the rate of car theft by 40%.
Toyota vehicles manufactured and delivered with 2 types of keys. A master key to operate all the locks and a valet key that cannot operate the glove box or trunk locks. Inside the vehile there is an immobiliser programmed to recognize it's specific keys. When the key inserted into the ignition, the transponder sends an RF signal to the engine immobilizer unit. The car will only start if the signal sent by the key matches the one stored in the immobilizer. If the immobiliser doesn't recognize the code, the immobilizer will lock down the engine.
The first generation Toyota transponders have a simple on-board procedure to duplicate keys if you have at least one master. The models and years who support on-board duplication and the process describes here. Later vehicles use an encrypted transponders and need to be plugged to diagnostic equipment.
If your Toyota made before 1998, your vehicle most likely use a TR-47 key with no chip. All you need to do is to find a dealer, locksmith or even a hardware store with a car key cutting machine. Then drive to them with one existing key or with the VIN and get it duplicated by copying the same key grooves.
If your Toyota that made after 1998, your vehicle might use an TOY43 transponder key.

Cloning TOY43 key requires proper programming tools. A locksmith or the dealer can cut and clone a duplicate key. The vihicle and a functional master key must be present on-site.
Duplication by VIN is usually done when the blade is dent or damaged but the chip is intact. Having the VIN, the dealer or a locksmith will get the key-code cuts from Toyota. This process requires compatible diagnostic equipment and programmer, license, a proof of owneship and the vehicle present.
Toyota models provided with TOY44 keys have no provision to copy keys on-board. To get a supplementary keys, driver can use cloning or duplication by VIN. This done by the dealer or a licensed locksmith. a specific diagnostic equipment and programmer required and all previous keys are present.
If you lost all your keys to a Toyota that made before 1998, your vehicle most likely use a TR-47 key with no chip. All you need to do is to go to the dealer or to a locksmith store with the VIN and ask him to make you a new key.
This process is quite simple and should cost less than a 100$ in most cases.
One exception to the above is if the ignition changed and is not in sync with the VIN.
In the second case a locksmith need to replace the ignition again or to make a new key by reading the key grooves inside the ignition cylinder. This procedure is more complex and requires a locksmith with the right machine and experience.
The first years of Toyota transponder based vehicles had no interface to deal with a lost key. Even if the owner left with only a valet key.

If all the master-keys are lost, the dealer/factory procedure is to replace the car computer module (immobilizer module). This will cost around $2,000.00. Since keys are lost and stolen on a daily base, this design proved senseless.
