In 1999 Saab started using encrypted laser cut transponder keys on the 9-3 and 9-5 models. The first vehicles (1999-2002) usually have a separate remote control and key which then superseded to the later style remote head key. The remote consist of the transponder chip and the car will not start without it.
In 2003, Saab 9-3 began to use a plastic fobic key which fits into a socket on the dash.
During the 90's stealing cars became as simple as touching together two wires under the ignition. This process colloquially known as ‘hot wiring’ used all over the world to steal millions of cars. Saab transponder keys were invented as a solution against car theft.
Transponder key programmed with a code to match the car’s computer and without this key, the engine will not start. Even if a thief can get access inside your car, he will not be able to start the engine.
Saab immobilizer is an electronic security device fitted to prevents the engine from running unless a specific programmed key is present.
An immobilized Saab uses a TWICE (Theft Warning Integrated Central Electronics) device located under the left-hand front seat. The TWICE is screwed to the floor and connected to the wiring harness and a receiver reside on the ignition switch (ISM). Each transponder key is programmed with a unique code and the TWICE module programmed to recognize the key.
When the key turn in the ignition, the chip in the key emit an RFID signal with it's identification code. The ISM receives the code from the transponder and passes it to the TWICE. If the TWICE recognize the code, the car is allowed to start.
There is no on-board interface to duplicate keys by yourself for a Saab. Only the dealer or a licensed locksmith using dedicated programmers can program the keys.

All Saabs come with two keys when new and can have up to five duplicate keys. To duplicate a key to an immobilized Saab you must have at least one functional key/remote. Additional keys require a dedicated programmers and and key blanks are typically mail-order, so will take 3-5 days to arrive.
You can get a duplicate key from the local dealer, a car locksmith or online. If you decide to purchase the key online, remember to buy the key blank and the remote with the buttons. Look for a SAAB service center , or find a local locksmith that has a Tech 2 programmer. You will need to have all the current keys and the car present when you add a new key fob.
The dealer or locksmith can duplicate the key by VIN or by a cloning process:
To duplicate a key the dealer/locksmith will use the VIN to cut the key and a Tech-2 computer to program the chip. The car computer has to be programmed to recognize the new key, start the engine and unlock/lock the doors. The vehicle does has to be onsite.
Prices slightly vary from dealer to dealer, so you better call more than one provider for the best price. Call the dealer and provide them your VIN to get a quote.
Cloning is the process of duplicating the key without having the vehicle onsite. Saab key cloning is a job that very few locksmith can perform (the dealer only copy by VIN). All Saabs which use the key type with the blade may be cloned, buyt the fobic keys cannot be cloned.

There is no onboard interface to program keys and remotes. Only the dealer or a locksmith can program keys and remote to all Saab immobilized models.
If all keys have been lost to a key ignition Saab, the dealer will replace the TWICE module. If all keys have been lost to a fobic ignition Saab, the dealer will replace the CIM (Column Integrated Module). In both 2 new style remote keys/FOBs should be purchased with the TWICE and learned to the vehicle.
Dealers don't have any programming equipment available to them other than to replace the TWICE or the CIM. They are actually passing along the expense of those new parts to you.
Some locksmiths have a Tech-2 device and the security access level needed to recover lost Saab key without replacing the TWICE/CIM. To find one near you check on this Tech-2 locator website. The car need to be onsite with the tech2 programmer, so you will have to tow the vehicle. Some of them might offer a house calls which will cost around $100 extra.
